Under the policy a social housing tenant who receives three breaches within a 12-month period will be evicted.

well I am convinced that the 3 strikes and you're out is just a snow job, why am I and other tenants still being subjected to these tenants crap and antics

I reckon it would have to be a pretty dumb tenant who didn't learn from the very first breach, so three breaches in a year will only affect the very worst of people who no one would want to live anywhere near. Fortunately, if you look at the statistics in the article, there are very few of them ;)
